Looking around, it looks like the top 4 teams get 1 foreign player and the rest of the teams get 2, but I am not sure about in game rules. The fans seem to be focused on the Asian Games still so I guess there is not much news floating around even the season will start in a few weeks. The latest signing that I saw was Montenegrin post player Bojana Kovacevic, who is hardly a big name.
Shanghai is the only place that Breanna Stewart has played where she has not won everything so she kind of owes it to them to return.
They better have globally accessible stats this season if they actually get big names.
